Strategic Aims

Boston has the plans, expertise, and institutional leadership needed to deliver meaningful climate action. The GRC’s strategic aims reflect the priorities of the City and the strengths of our membership, focusing our collective talent, assets, and influence where they can have the greatest impact.

Through our 2025–2030 Strategic Plan, we are accelerating work across three interconnected areas essential to Boston’s climate future: large building decarbonization, coastal resilience, and grid modernization and the energy transition. Each requires coordinated public-private action, sustained investment, and the participation of the institutions that shape how Boston operates, grows, and prepares for the future.

Large Building Decarbonization

Buildings are Boston’s largest source of greenhouse gas emissions, making their decarbonization central to achieving the City’s climate goals.

Coastal Resilience

Boston’s coastline is central to the city’s identity, economy, infrastructure, and quality of life. It is also increasingly vulnerable to sea-level rise, storm surge, and coastal flooding.

Energy Transition and Grid Modernization

Boston’s transition to a cleaner energy future depends on an electric grid capable of supporting widespread building and transportation electrification.
